Under general direction of the Director of Finance supervises and participates in the
procurement of supplies, materials and services for the Town in accordance with the Town’s Procurement Policy.

Administers the insurance provisions of Public Works and other contracts with the Town. Oversees the disposition

of surplus materials, manages cell phone, credit card and commodity contracts. Supervises the central duplicating
unit and central mail service. The successful candidate must not only be hands on and comfortable working on all

aspects of the town’s procurement activities, but also serve as a strategic advisor on the organization’s
procurement and purchasing processes, with a goal of continuous development and improvement.

DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the principles, practices and legal

requirements of governmental purchasing. Knowledge of financial software. Ability to supervise and participate in

the preparation of commodity specifications, purchase schedules, vendors' lists, analysis of bids, and other
purchasing functions. Ability to analyze the needs of the various departments and to develop purchasing programs

and techniques to provide effective service to them. Ability to plan, assign, supervise and coordinate the work of
clerical and technical staff.

MINIMUM TRAINING AND EXPERIENCE: Bachelor's degree in Business Administration, Marketing, or related
field and four (4) years of progressively responsible experience in the centralized purchasing of materials, supplies

and equipment. Suitable experience may be substituted for educational attainment if deemed appropriate by the
General Manager or his designee.


Oral Examination 100% 80%

The examination will consist of an evaluation of training and experience as indicated on the application. Based on

these ratings, a maximum of the ten most qualified applicants will be invited to participate in an oral test. All parts
of the examination including ratings and tests will be related to the requirements and duties of the position.
