Minimum requirements upon application:

  • Bachelor’s Degree from a four-year college or university or equal combination of education and experience.
  • Five (5) years related experience and/or training or equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Three (3) years supervisory/management experience
  • Working knowledge of state building and municipal zoning codes and other applicable regulations.
  • Extensive knowledge and proficiency of Microsoft Office software such as: Microsoft Word, Excel and Outlook.

Preferred Qualifications include:

  • Working knowledge of ArcGIS, AutoCAD, Adobe Suite and permit-tracking software programs is preferred.
  • LEAN or other efficiency-driven management skills highly preferred
  • Certification as a Building Official is preferred
  • Bi-lingual preferred

JOB DESCRIPTION

The Director of Zoning and Code Enforcement shall be responsible for the supervision and overall operation of the Division of Zoning and Code Enforcement, including but not limited to that of Building, Electrical, Plumbing/Mechanical, Housing and Environmental Inspectors, as well as the clerical staff for the Division. The Director oversees the preparation of Zoning Board of Appeals (BOA) applications. Performs in a manner that promotes growth in an orderly fashion, ensures development is approved consistent with the current zoning ordinances and the City’s Comprehensive Plan and that the rights of all property owners are protected. Position demands high accountability for careful and complete analysis prior to decision-making. Position has considerable communication with developers, engineers, design professionals, BOA, City Council and the general public.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Manages, directs, and supervises the activities of the department to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates, and evaluates assigned staff; reviews progress and directs change if needed.
  • Directs and administers staff in the development, implementation, review and revision of City’s zoning ordinances, codes, rules and regulations, and other special assignments.
  • Administers, coordinates, and directs the building, environmental, electrical, and mechanical inspection of all phases of the construction, alteration, and repair of all buildings in the city.
  • Interprets ordinances relative to public health and safety
  • Coordinates the activities of the various units within the division. Develops and monitors performance measures and staff performance; ensures regular review for staff development and improvement.
  • Generates monthly, annual and special reports on land development, permits, inspections and other relevant matters. Updates the Commerce Director as frequently as needed on all matters and advising when actions are to be taken in areas of responsibility.
  • Develops and designs applications and forms, and recommends and implements policies and procedures.
  • Responsible for receiving and acting on zoning and nuisance complaints including any required investigations, a written notice and for maintaining a database with status of each complaint.
  • Acts as system administrator of the software used for permits – inspections and software used for tracking citizen complaints. Recommends and evaluates IT solutions and platforms for new or improved software solutions to manage related data and records.
  • Serves as advisor to Zoning Board of Appeals in advance of, during, and after meetings.
  • Assists in municipal housing court proceedings regarding housing matters.
  • Initiates and directs inspections of structure and properties to determine and insure compliance with the provisions of zoning ordinances.
  • Directs the issuance of zoning and building permits
  • Directs the design and maintenance of permit records, database and zoning records.
  • Directs the maintenance of and public access to the official collection of zoning maps, ordinances and related documents.
  • Establishes and evaluates monitoring and evaluation systems to ensure consistent delivery of client-focused services to the public.
  • Collaborates with division leaders, community representatives and other entities to develop and recommend organizational or system changes, as necessary, to maintain or enhance quality, client-focused services.
  • Determines budget priorities; directs the preparation of department budgets, justifies program and budget recommendations. Ensures that budget expenditures are properly controlled.
  • Responsible for any other duties as assigned by the Director of Commerce.

Ability to respond to common inquiries or complaints from customers, regulatory agencies or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors. Ability to effectively communicate orally and in writing. Ability to establish and maintain effective working relationships with others. Ability to write reports.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES, LICENSES, REGISTRATIONS

Must hold a valid driver’s license. Certification as a Building Official is preferred.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stand; walk; climb or balance; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 15 pounds. Specific vision abilities required by this job include close vision, distance vision, and color vision, depth perception, and ability to adjust focus.

WORK ENVIRONMENT

While performing the duties of this job, the employee is occasionally exposed to outside weather conditions. The noise level in the work environment is usually moderate.

Salary: $77,415.86 to $89,618.38 /year
